    ADVISORY REVIEW COMMITTEE & PREVIOUS REPORTS 2019 2015 2012 2008 2002 1998 1993 1984 - to be added FROM THE 2022-2023 ADVISORY REVIEW COMMITTEE TO THE BRONXVILLE COMMUNITY: ​ Dear neighbors, ​ Every four years, the Bronxville Non-Partisan Committee (“NPC”) – the volunteer organization that is charged with recruiting, vetting, and endorsing school board candidates – undertakes a review process by which it seeks to gather input from the community as to how to improve the NPC. This review is conducted by an Advisory Review Committee (“ARC”) – a group of volunteers outside of the NPC - and aims to continually ensure that the NPC is optimally serving and remains relevant to Bronxville. ​ The members of this year’s ARC are: Michelle Antonini, Jane Devereux, Lindy Devereux, Will Fulton, Jane Moynihan, and Aaron Shafer. ​ We want to hear from you. What can the NPC do better? What would you like to see changed? How can the NPC operate differently to best support the identification and election of highly qualified members of the school board? ​ There are two ways to provide your feedback: ​ 1. Email bxvnpcarc@gmail.com 2. Complete the survey here ​ Your voice is critically important to the ARC process. Please consider taking the time to share it with us. Please provide feedback by November 30. ​ All responses - whether via email or survey - will be shared only among the ARC members and will inform what specific topics or changes the committee ultimately addresses. The broad themes of the feedback we receive will be made publicly available. ​ At the conclusion of the ARC process, the committee will provide a report and recommendation(s) to the NPC. This output will be made publicly available on the NPC website. The adoption of the ARC’s recommendation is then put to a vote of the NPC. ​ Please note that the actual mechanics of the school board election are set forth in village bylaws and therefore beyond the purview of the NPC and therefore the scope of this review. ​ With gratitude, ​ Michelle, Jane, Lindy, Will, Jane, and Aaron History ​ The NPC’s Advisory Review Committee (ARC) process was introduced in 1984 following a contested election. Among the changes resulting from the 1984 ARC was the requirement that the NPC convene additional advisory review committees to review NPC rules and procedures every four years. The ARC’s role is to provide recommendations that will enable NPC to incorporate constructive feedback from the community. Accordingly, we will convene an Advisory Review Committee (ARC) this year to review the rules, procedures, and effectiveness of the Non-Partisan Committee. Our objective is to keep the NPC effective and up-to-date. The ARC will consider ideas from the ARC members, current and former members of the NPC, current or former members of the Board of Education, and suggestions from the community and any other interested stakeholder. ​ ​

    NPC Executive Committee 2023-24 We are pleased to announce our leadership team for the coming year 2023-24, effective as of July 1st: Jim Cherundolo, Chair (District 21); Tatiana Castro-Taboas, Vice Chair (District 18); Vincent McBride (District 18) and Simone Kane, Secretary / Treasurer (District 16). We look forward to welcoming new members following the June 6th election, and extend our deep appreciation for members completing their final year: Chris O’Gorman (Vice Chair), Michael Ching, Elizabeth Kiehner, Erin Lovett and Shelly Klose whose contributions and service to the NPC has been invaluable.     District 22: One three-year seat: one one-year seat. ​ CANDIDATES: Jamie Abru zzo Don Bringle Alexandra Karpathios Sid Sandilya ​ Jamie Abruzzo Jamie Abruzzo is a lifelong village resident and graduate of the Bronxville School. She is active in the community as a member of the Junior League. ​ Jamie has worked in real estate since 2000 and is currently an associate broker at Julia B Fee Sotheby’s in Bronxville. Previously, Jamie was an international private banking relationship manager at Citicorp and Banco Santander. Jamie has a Bachelor’s of Science in Languages and Linguistics from Georgetown University. ​ Jamie believes that her lifelong experience as a resident and Bronxville graduate can make a valuable contribution to the NPC. ​ Don Bringle Don Bringle and his wife, Emily have lived in Bronxville for the past 10 years. Their two children are eighth graders at the Bronxville Middle School. ​ Don works in Operations at CoreStaff. He is an active volunteer at the school having lent his time to the Bronxville After School Program, Math Olympiad Parent Representative and the NPC. Don has a Bachelor’s of Science degree from the U.S. Naval Academy and a Master’s of Science degree from the University of Southern California. ​ Don believes that the Bronxville School is the centerpiece of the community. In addition, as a resident of District 22, Don feels that while a number of residents do not have children in the school, they should be represented and informed of the issues that come before the Board of Education and Trustee Candidates. ​ Alexandra Karpathios Alexandra and her husband, John have lived in Bronxville for the past 5 years. They have two children at the Bronxville Elementary School, one in 4th grade and one in 2nd grade. Alexandra is a 7th Grade U.S. History and Civics and Social Justice Teacher for the New York City Department of Education. Alexandra holds a Bachelor’s degree in History from Fordham University, a Master’s of Science degree in Secondary Teaching from Iona College, and is currently pursuing a Master’s in Museum Studies at CUNY SPS. In her own words, “I have been teaching in public schools for 17 years. I have developed curriculum to actively engage students and foster their growth as productive members of their community. By teaching them to be citizens of an evolving world, I prepare them for both challenges and opportunities they will encounter throughout their lives. It is my passion to empower students to be active participants in their communities and have a lasting positive impact. My first-hand experience in the public school system gives me valuable insight into the effect of the decisions made by adults on behalf of students. As a member of the NPC, I will have the opportunity to evaluate options that prioritize the best interests of Bronxville students, creating meaningful experiences that will help shape future generations. Your vote will enable me to bring my passion for service to my own community of Bronxville.” ​ Sid Sandilya Sid Sandilya, his wife, Elka Kancheva, and their two children have resided in Bronxville for the past 7 years. Their son is a senior and their daughter is a sophomore at the Bronxville High School. Sid is a global equities Portfolio Manager at Eisler Capital. He holds a BA from the University of Oxford, and two master’s degrees from Columbia University. ​ Sid was a former mentor with the Honor Foundation, which helps retiring US special forces build careers in the private sector. He was also a former board member of Pure Earth, a pollution remediation non-profit organization. In his own words, “Maintaining the academic rigor and the “Bronxville Promise” are critical to why my family and I continue to live in our town. I want to see these standards upheld and further built upon. Briscoe Smith (NPC) was defeated by Frances Hardart, while NPC nominee Joseph Rice won, defeating Germain Safford. Michelle has a degree in International Relations from Michigan State University - James Madison College. Michelle volunteers for the Bronxville School and in the community as a Bronxville Elementary School Council Grade Chair, Bronxville Middle School Council Grade Chair, Bronxville Character and Community Chairperson, Community Fund Evaluator. She also served as an RCNS Board Member for 3 years. In addition, Michelle is serving the Bronxville NPC’s own Advisory Review Committee, an independent group which reviews community feedback regarding the NPC and makes recommendations on its Rules and Procedures. In her own words, Michelle would like “To serve our school and community, provide a meaningful evaluation of the candidates that will lead our school board, up hold the high standards of the Bronxville School District. I have gained valuable insight from many community members as a result of my time on the ARC committee. I have been privy to the surveys and statement of a wide cross section of Bronxville residents. Serving on the ARC I have helped to create the recommendations that will help the NPC to continue to best serve Bronxville.” ​ MATT CHRIST Matt and his wife Lindsey have lived in Bronxville for two years. They have two children at the Bronxville Elementary School and a six-month old future Bronco. Matt is a debt investor for emerging markets and climate at Ninety One, where he invests in companies and projects that are leading to global decarbonization. He is a graduate of Middlebury College, with a degree in English and French, and holds an MBA from Columbia Graduate School of Business, with a focus on Value Investing. Matt's volunteer work has included being a Big Brother with the Big Brothers Big Sisters of America, serving as an alumni interviewer, reunion chair and class agent for 15 years for Middlebury. He has also volunteered with the Good Dog Foundation in New York and Aspire, a tuition-free academic enrichment and leadership program in Cleveland for high-achieving students from under-resourced schools. ​ In Matt’s own words, “Growing up the son of the head of a high performing K-12 school, I have long understood the transformative power of accomplished academic leadership supported by a strong, dedicated board.     DISTRICT 16: One three-year seat ​ Candidates: Katie Delaney Paul Heathwood Gemma Clarke Sands ​ KATIE DELANEY Katie Delaney has been a Bronxville resident for 12 years. She and her husband have two children, one at Bronxville Middle School, one at the Bronxville High School. Katie is a retired attorney, anti-money laundering specialist and investigator of white collar and corporate fraud & abuse, who graduated from Boston College and Temple University School of Law. Katie has volunteered in the community in many capacities, as a member of the Bronxville PTA Executive Board, Memorial Day Chair (2 consecutive years), PTA Auction committee for the Library “Next Chapter” Benefit (2015), BOLD (9 yrs), Athletic Council (2yrs), MS Council - Teen Center, MS Council - 6th grade chair, and Girl Scout Troop Leader (6 yrs). In her own words, “I believe that The Bronxville School is the ‘crown jewel’ of our small community and village. We are entrusting it to those who serve as Board of Education Trustees. I want to ensure that those candidates have a vision that aligns with the values of this community, and are just as invested in its continued success - as myself and all the other volunteers of the PTA have been with our time, work and dedication to the greater Bronxville School community.” PAUL HEATHWOOD Paul Heathwood has lived in Bronxville for 12 years, with three children attending the Bronxville School, two in the High School and one in the Middle School. Paul is an investment management professional with Investment Management Boston Partners. He has also volunteered extensively for the past seven years as a baseball and soccer coach for TYA and EYSA respectively. In his own words “The Bronxville School and the education our children receive is the centerpiece of our village. I would like to give back to our community by volunteering my time and efforts to help assure that we continue to have a strong Board of Education. My wife, Jennifer Heathwood has been active with the Bronxville School PTA, serving as President and in many other roles over the last 10 years. And, my sister, Jennifer Russo, is wrapping up 6 years of service on the Bronxville School Board of Education. I would like to continue our family tradition of volunteering for our school and giving back to the Bronxville community.” GEMMA CLARKE SANDS Gemma Sands and her family have lived in Bronxville for six years. She and her husband have two children attending the Bronxville School, one a rising third grader, and one beginning kindergarten in the fall. Gemma has written about sports, culture and lifestyle for a range of publications including The Guardian, The Times, the Daily Telegraph and the London Evening Standard and is the author of Soccerwomen (Bold Type Books/Hachette, 2019) She is a WGA screenwriter and holds an MFA from Sarah Lawrence college, where she taught creative writing to middle schoolers from Yonkers Public Schools. She is passionate about education and literacy and has volunteered as a literacy mentor. In 2021, she helped launch the Bronxville Green Committee’s food scrap recycling initiative. In her own words, Gemma “would love to assist with the process of school board elections, gaining knowledge and perspective along the way.     Read about the NPC Candidate Selection Process ​ ABOUT US ​ The Bronxville Non-Partisan Committee (NPC) was formed in 1936 with the mission to assemble and vet potential nominees for the Bronxville School Board and ultimately nominate a slate of candidates to successfully serve the school. The NPC has no affiliation with any political party and the process for nominating candidates is driven solely by the goal of finding the most qualified candidates for trustee in the community. The NPC consists of 21 members with three elected representatives from each of Bronxville’s seven election districts, who serve for a three year term. ​ NPC TRANSPARENCY REPORT AND FAQ’S ​ This report seeks to clarify to the Bronxville community the purpose of the NPC and how it operates. Please reach out to the NPC with any additional questions or feedback you may have, or suggestions of what should be addressed in this report or on our website at bronxvillenpc.org. ​ Feedback or suggested corrections to this report should be sent to bxv_npc@yahoo.com ​ WHAT IS THE NPC’S PURPOSE? ​ The Bronxville NPC’s mission is to ensure that qualified candidates run in our district’s non-partisan election for school board trustees. Since 1936 when the NPC Plan was adopted, this committee of 21 elected volunteers has helped to ensure that qualified candidates stand for the school trustee election. During each school year, the NPC recruits, interviews, and vets potential nominees for the Bronxville School Board and ultimately selects a slate of candidates that it believes will successfully serve the school. We believe that providing the community with this baseline of qualified candidates has contributed to the strong history of school board governance that our community enjoys. While not without missteps in its 87-year history, the effectiveness of our system is reflected in the Bronxville School’s excellence and its ability to attract talented educators. ​ WHO ARE THE NPC MEMBERS? HOW ARE THEY CHOSEN? ​ The current 21 NPC members are listed on our website and our bios are available on request to the NPC at bxv_npc@yahoo.com . The NPC meets regularly during the school year, typically on Tuesday nights, particularly in the months from January through the May. Newly elected members begin their 3 year terms on July 1st. ​ In accordance with the NPC Plan, NPC members are chosen by vote of Bronxville residents in a village-wide election administered by the NPC. The election is held in late May or early June using an electronic survey that is made public via email, website and social media. Anyone can run for the NPC who meets the village residency qualifications, however, no NPC member may be an elected public official or an officer of an organized political party. There are three members from each of Bronxville’s seven districts serving staggered three-year terms, such that each year, seven seats are filled by election. On occasion, an additional seat opens up due to the resignation of an individual. Such seats may be filled in an election, or if off-cycle, then by appointment until the next election occurs. More information on the process and the application is available on our website. ​ In the past, we have sometimes found it difficult finding people willing to serve, and we always welcome more participation and engagement by the public in our meetings and feedback processes. ​ WHY WAS THE NPC FORMED? ​ The goal of the Bronxville NPC (shorthand for Committee for the Non-Partisan Nomination and Election of School Trustees) is to recruit, vet, and nominate candidates for election to the board of trustees. The key role of the NPC is “to nominate.” NPC nominated candidates run under exactly the same requirements, regulations, and process as non-NPC candidates. The NPC Plan further provides that “It shall be the duty of the Committee to take all proper steps to procure the election of the candidates so nominated." Accordingly, the NPC promotes the candidacy of the nominees it selects through specific means that are enumerated in the NPC Rules. These forms of promotion include announcing the NPC candidate selection to the community via email, social media and press releases, holding a reception for the community to meet the NPC selected candidates and filing the petition on behalf of the candidate. ​ The ballot for New York school districts school board elections does not include party affiliations. The NPC was formed in order to provide more structure to the process of filling school board seats in support of the district’s non-partisan election system. The NPC serves no function in scheduling, administering, organizing, managing, deciding on the method, or certifying the board of trustee election itself. Those are the sole responsibility of the Bronxville UFSD. ​ Neighboring school districts such as Scarsdale, Edgemont and Pelham have similar volunteer organizations, which appear to be organized and operated analogously to the Bronxville NPC. Notably, the Edgemont SNBC website has the following information: “The Edgemont Community Council, which sponsors the SBNC, has occasionally conducted studies to ascertain that Edgemont is well served by the nominating committee and to update the rules if so necessary. The last study conducted by a sub-committee in the late 1990s showed a strong correlation in Westchester between those school districts with some sort of board nominating committee and a high-quality school district.” The Bronxville NPC has not undertaken such a study but every four years we do have a separate Advisory Review Committee (ARC) that undertakes a review process whereby we seek to incorporate community feedback and update our rules to reflect contemporary issues and circumstances. The NPC has no affiliation with any other entity or group in Bronxville or otherwise. Unlike the PTA, the NPC is not chartered under NY State Law. HOW THE NPC FINDS AND CHOOSES TRUSTEE CANDIDATES TO NOMINATE FOR THE SCHOOL BOARD ELECTION ​ The NPC criteria for selecting candidates is set forth in the NPC Rules of Procedure, which in addition to the NY state minimum legal requirements, include the following: ​ It is the policy of the Committee that a nominee for Trustee shall be an individual whose educational or professional background and/or volunteer experience will enhance the candidate’s effectiveness and who will make a substantial contribution to the deliberations of the Board. More information about the school board can be found at https://www.bronxvilleschool.org/board-of-education. ​ ​ WHY DO CANDIDATES RUN FOR SPECIFIC SEATS? ​ Under our district’s rules, vacancies on the Bronxville School Board of Education are considered separate, specific offices; candidates run for specific seats. For example, this year 2023, the ballot will show the seat currently ​held by Michael Finley and the seat held by Jennifer Russo. When a candidate flies to be on the ballot, he or she must pick one seat to run for, and they do not know who else is running for that seat until the District Clerk announces it publicly. This year, it will be made public after the drawing to determine order of ballot placement which takes place on Tuesday, April 18th at 10am. In some school districts, school board elections are conducted on an “at-large” basis, such that the candidates with the highest number of votes are seated. The NPC has no authority or influence over this policy. A community wide vote run by the school district would be necessary to change it. For your reference, NPC has also compiled recent election vote counts that could be reviewed in connection with this question. https://www.bronxvillenpc.org/election-vote-counts-info ​ ​ DOES THE NPC SELECT WHO WILL RUN AGAINST WHOM? ​ No. The NPC nominated candidates follow the same procedure as any other candidate running for the role of school trustee. Each candidate submits at least 25 signatures from the community to be placed on the ballot. The signed petition is submitted to the District Clerk, and must state which vacant board seat the candidate will be running for, however, a candidate does not know who else is running for that seat until the District Clerk announces it, in this case, after the filing deadline. The NPC is nominating only one candidate per seat, and of course, NPC helps ensure the NPC candidates do not run for the same seat. NPC’S ROLE IN A CONTESTED ELECTION The NPC has no role in the school board election other than recruiting, nominating and promoting qualified residents to run in the election. The NPC is unaffiliated with any political party, the school or the PTA. As noted above, the NPC promotes its selection of candidates for Trustee through communications and meetings with the community. In addition, the NPC Rules provide the following: ​ ​ "Once a nominee for Trustee has been duly designated as a candidate by the Committee, it shall be considered inappropriate for any individual member or group of members of the committee to (a) personally promote a Committee candidate with language or in a format that differs significantly from that approved by the Committee and the Public Relations subcommittee, or to (b) promote a non-Committee candidate in the public election." NPC nominated candidates follow, and are subject to, the same laws and rules as any non-NPC candidates. The Bronxville School District is solely responsible for administering board of trustee elections. For questions regarding the administration of the election, please contact the Bronxville UFSD directly or consult NY State Law. For example, this year there will be two open seats for the school board. In the event other individuals run for the school board, such individuals will choose which seat to run for, and the NPC nor its candidates will have no advance notice of which seat such candidates choose. After the deadline for submission of the nominating petitions, the Bronxville District Clerk announces the matchups to the public. At that point, the community and candidates learn who or if they will be running against someone for the same seat. ​ DONATIONS AND BUDGET FOR THE NPC The NPC solicits and accepts donations from the community in order to fund our operations. The majority of our donations come directly from our 21 members. We very much appreciate the many NPC members and Bronxville community members who have donated money to our group over the years. Also, we want to extend our special thanks to the staff at the library who graciously accommodate us for meetings. Though we are a non-profit group, the NPC does not have any entity status under law. Donations are not tax deductible. Overall, the NPC’s budget is typically a few thousand dollars per year. We do not seek to expand our budget year over year, except to address cost increases, since our mandate is limited. Donations to the NPC cover the cost of meeting space for the NPC, including for its public meetings such as the NPC Open Meeting and the NPC Meet the Candidates Reception. Most of the NPC meetings are held at the Bronxville Library at no cost to the NPC, however when the library is unavailable, over the years, the NPC has paid for use of the Bronxville Field Club, Siwanoy Country Club, Bronxville Women’s Club or other private facilities that may charge usage fees. Often such usage fees are paid for directly by NPC members, who typically cover the majority of the operating costs of the NPC through their donations or direct payment for services or costs. The NPC budget also includes the cost of maintaining various accounts for its website, its mailing list, domain registration, banking, post office box and payment processing. Finally, another key cost involves the annual mailer to all Bronxville school district residents regarding the school board election candidates. DOES THE NPC HAVE A SECRETIVE PROCESS? The NPC Plan was established in 1936 by the community, and all members who serve on the NPC have been elected by the community in an open and public process. The Plan and Rules of Procedure that govern the NPC are available for all to review on the NPC website. Pursuant to our rules, the NPC publicizes all of its activities to the community, including (1) holding an open public meeting in the Fall with BOE President and NPC members to explain the BOE and role of trustees; (2) publishing a call for trustee candidates via www.myhometownbronxvile.com , our website, and our social media accounts to recruit candidates for nomination; (3) publishing the names of all applicants to solicit public community feedback for a period of several weeks both via email and in person; and (4) once nominated, publishing the list of nominees and bios within 24-48 hours; (5) mailing the notice of NPC selected nominees to all Bronxville residents and (6) and holding one or more public receptions for the public to meet and get to know NPC nominees. The only matters deemed confidential by the NPC are the initial discussions with potential applicants, applicant interviews, the results of background and reference checks and our deliberations on applicants prior to selections. This is done to protect the privacy of applicants, including those who do not apply or run in the election, as well as to allow for open and honest discussions among the NPC members. NPC members are asked to maintain this confidentiality, and limit all discussions about candidates to factual matters relating to qualifications. DO NPC CANDIDATES HAVE AN ADVANTAGE IN THE ELECTION OVER NON-ENDORSED CANDIDATES? They do not. To the extent the community values the due diligence we perform, an NPC nomination may help a candidate. Aside from this, all candidates operate under the exact same rules regarding qualifications and election process.
